missing heist team members

Hi there,
im over level 80, doing heists as i go and i am still missing heist team members. As of the moment, i cant do any contracts with deception as i have no team member with that skill. How do i get the remaining team members ? i have completed most of each team members personal quests and they are no longer dropping for me now. What is going on ???? Same, lvl 80+, missing 4 NPC, cant run deception

Same issue here, lvl 90 and still no members with Deception

Lower lvl than most but level 49 in act 6 missing 4 members no deception

I actually found random a member with deception. It's that dude that seems like having brain damage.
Never invite Vorana, Last To Fall at a beer party.

So after some digging, I found out that you need to do a heist with your LAST NEW TEAM MEMBER to get the next team member.
The problem is ive done heists with all my team member and no new team member shows up. I think this is a major game-breaking bug as i can't even do half the grand heists. |

maybe will help someone try to do it with "Laboratory" heist atlest after many other laboratory work for me
