It's simple.
Whole tab pricing allows you to easily set the cost for a lot of items.
Instant buyout means that the price you listed would actually sell the item.
If you want to NOT sell a whole lot of something at a price. Whole tab pricing without the buyout option would be ideal.

Wants to set a price, but not actually sell for that price? Check. Understood.
This is exactly what players like me don’t want to deal with. If someone doesn’t want to have auto-sell, then don’t set a price. Or GGG could add a line to say haggle, or offer, or something else that wouldn’t auto-sell.
With so few players (and items), we need auto-buyout so we can get items. This would also help for offline player items.
I have yet to read any real issue/problem with instituting this QoL feature.

Cause he probably a pricefixer. I did that in Metamorph with div cards and made like 200ex profit. It’s big business but very boring.

Yeah instant buyout would 100% kill pricefixer´s.
But GGG will never do it. They don't want to make trading easier.
GGG considers trading just like the entire game, so stuff that will make our lives easier will not be implemented.
GGG wants you to spend more time in the game.
But if it happen, I'll get a supporter pack.
