This item will never exist but the theoretical perfect wand (I think) would be the following:

Base: Profane Wand +14% increased cast speed

Prefixes

109% increased Spell Damage
+1 to Level of all Spell Skill Gems
+1 to Level of all Cold Spell Skill Gems

Or getting the Incursion prefix instead of the +1 to cold spell skill gems
Adds 50 to 87 Cold Damage
Damage Penetrates 15% Cold Resistance

Suffixes
25% increased Cast Speed
109% increased Critical Strike Chance for Spells
+38% to Global Critical Strike Multiplier
