There is no chance in hell you maintain elusive, unfortunately. with 10% chance to gain elusive on crit, and 10% crit chance that means with 100% accuracy 1 in 100 hits will give you the buff which lasts 5 seconds.

I made some Tailwind boots last night for fun and I'd have to say you would probably only get 50% uptime or so with 100% chance to hit and 10% crit and tailwind has 100% chance to proc on crit.

I have a 75% chance to hit and 6% crit, and I get maybe 35% tailwind uptime against bosses where I can just stand there and focus fire. The problem against packs of monsters is that you only have a few arrows actually get hits before the packs are all dead from DoT.

If you got ~95% hit chance and maybe a 20%-25% chance to crit it would have decent uptime, but honestly, they just aren't the best suited for this build.

I have 20ex to start this build.

Possible craft a bow or buy one?

buy one (make a live search maybe or buy the best/cheapest)

without level 4 empower:
+1 gems + 2 bow gems + damage over time multi + t1 crafted chaos damage over time multi (+ attack speed optional)

with level 4 empower:
+1 gems + 2 support gems (crafted) + damage over time multi + t1 crafted chaos damage over time multi (+ attack speed optional)

Theoretically, the fossilcraft is... start with an itemlevel 64 - 82 bow. Use Corroded + Metallic + either shuddering or prismatic. Prismatic drops the increased likelihood for a poison suffix, Shuddering increases the chance of an attack speed suffix.

Keep in mind, this isn't a guarantee - as I found out last league, because there's no guarantee you'll hit both prefixes, it can often spawn just one of them - and if you do get them both, you might not get +2 on bow gems, which gives you a total +2 bow.

As long as you're running the +2 support gems version of the bow. Level 4 is better, of course! :)

Pretty sure semi-decent bow (not perfect, but good) shouldn't cost more than 10ex.

Bought this bow for 15 chaos with the +1 socketed gems, T1 DoT, T2 attack speed and +1 mana gained on kill. Anulled the mana and multi modded. Also six-linked it in less than 10 fusings. Shit base though.
