Hihi, I am very new to this game, just started to play after 3.0 release. I am following this build atm, but I found both my damage and survivability are very low. With all relative configuration ticked, best I can do is 200k dps...not even close. Tried a T8 map, boss just 1 shot me. I know that I need much more HP but I'm wondering should I stack evasion for the defense? How to stay alive apart from cap all resistance?

Not an expert here, but it seems like your Scion is only level 69? You shouldn't be doing T8 maps at that level. I'd recommend doing T1 maps until you're like level 75-ish.
EDIT: Also, get better jewels. The OP should give you an idea on what to roll for/buy. Mine aren't the best, but here they are:

Is there something that you think would help my character improve gearwise. Hey guys, I've been having trouble with t14 maps and above. The way I see it, I have all the essential gear apart from the expensive flasks (Taste of Hate & Sin's Rebirth), but my damage and my survivability seems to be lacking. Is there something that you think would help my character improve gearwise. Well for your flasks, you need a ToH or taste of hate and sins is not a requirement for this build. Also your claw could be a better, a nice rare would be ideal because the mod "critical strikes do not always freeze" on the touch of anguish hurts this build. Another thing, you don't have a 6 link; that's some nice clear speed or dmg missed. And last, but least, your moonbender does not have cull.

P.S Your also missing a jewel near the resist nodes. O and you aren't using jaw of agony switch for charges on bosses or abyssus which is optional but helps a ton.

And one more question, why not elemental focus instead of Ruthless? It gives me 550k~ more dps vs shaper.

If you use elemental focus then you won't be able to shock, so you will lose a lot of damage.
