According to the statistics, less than 12% of players level 90+ in legacy league used blood rage.
You, yourself, have used Blood Rage on only one of your last 5 characters.
This universe you've concocted in your head where "Everyone uses frenzy charges" is a delusional fantasy. Yes, a lot more people used frenzy charges this league because RAIDER WAS THE MOST USED CLASS. And Raider is built around frenzy charges. And they designed from the get go around them, it wasn't just 'tacked on' as you people imply. But even then it's far from the norm overall, and even in the most favorable non-ranger classes for frenzy charges(berserkers and assassins), they barely broke 20% blood rage use.
This thing you keep citing is not a thing that exists. It's like anti-vaxxers. You can say it over and over and over, but it won't suddenly make it true. But maybe you're just trying to convince yourself...
But even if what you were saying WERE true. That's no reason to change frenzy charges. That would be an indictment of blood rage in how easy it is to work in to generate frenzy charges. If people can get something for 'free' it doesn't matter how much or how little power it gives, they will take it. And if blood rage is too free thats a problem with it, not with frenzy.

Why not just keep the power charges as they was after the buff? people only had a problem with the frenzy nerf... and most caster builds will mostly only benefit from 1 extra power or frenzy charge anyway because it is too much dps loss to spec into more. 4 more spell damage and 30% crit is fine for power charges tbh and then just keep frenzy charges as they are.
People had a problem with power charges because it made then too good. It would turn them into mandatory on any caster build. Which would in turn make casters more likely to dip into crit. Thus pulling an entire subset of builds toward a single focus if they want to be efficient. Which is the definition of killing build diversity.
This would inevitably lead to them being nerfed in the future(as with everything that is too good eventually), which could easily result in more crit loss, and thus being even worse for non-casters.
I could go on, but this point has been talked about to death in the recent days, and there's plenty of more detailed descriptions you can refer to if needed...but this is the abridged version.

I don't really understand the nerf to power charges to be honest. Fair enough if GGG thinks that's what's needed, but power charges are now exactly as efficient as the shittiest spell crit nodes on the tree. (you pay 2 points for 40% crit, every crit or spell crit node on the tree is minimum 20%)
Doesn't really seem to be much reason to take them anymore, especially for builds that have to use orb of storms with pcoc to keep them up. Having to do that slows you down if your build is even kind of fast.
Definitely not the end of the world, just my 2 cents. Looking forward to launch!

You could say the same about Frenzy charges as they are now then =) but i guess the problem on power charges is not the 4% more damage but the crit then? maybe they need to spread that extra crit out on the passives in shadow and witch area instead then and put in another new bonus to power charges on top of the damage bonus.

Even though I thought changes to charges make sense, if it gives you more time to work on the change and make it better - I'm all for it.

There was outcry on this forum aswell and the change was not good for build diversity, the very thing path of exile is known for. We dont want this game to end up like D3 where there is 2 or 3 viable builds for each class. We want completely fluid diversity.
