Definitely for bossing, +1 barrage projectile is a very large DPS boost.

For example, in my PoB my rat's nest without +1 enchant gives ~1.29m shaper DPS with flasks
Devoto gives ~1.4 with +1 barrage projectile
Rat's nest gives ~1.48 with + barrage projectile

So, if you want to be able to kill shaper faster and overall faster bossing, I'd go with +1 on either Devoto or Starkonja if you need HP.

Rat's nest is just superior, especially for general clearing due to crit chance. But that's why it's so much more expensive.. I got mine for 12ex on a good day when others were 15ex, now I see lowest is ~18ex.
Sad, but it's better to get a much, much cheaper devoto/starkonja, and upgrade some other things perhaps, until there's only very expensive upgrades left - then go for Rat's nest.

It should be enough to get you started for sure..

you can grab a 6l for ~5.5-6ex
decent rings and amulet ~1ex
piscator, with high ias and crit chance is I believe 25-30c
rat's nest with 40% barrage damage is quite accessible, +1 barrage proj is still very expensive

get the new stygian unique belt and put some +res, +life +lightning to attacks jewels if you can't find a good rare stygian
thunderfists - no explanation necessary, cheap and great for KB
boots, 1-120 lightning atziri's are quite cheap
decent 1200+ eva shield you can get for less than 1 ex, albeit not great resists

other jewels you can get quite cheap too with +5-6-7 life and some attack speed, they are much cheaper this league due to new abyss jewels which are just superior
Lightning pen Vinktar is super cheap for flasks, maybe run Wise Oak til you get Dying Sun.

so all in all, you need roughly: ~10ex for some decent gear and then some more for gems, so 15 should be enough
then - in my opinion the next upgrades hould be Dying Sun (biggest dps boost), 2 abyss socket 10/6 tombfists with some great lightning to attacks, lightning to attacks with wands/evasion + life jewels - massive dps boost due to intimidate, nice slow with maim and decent life boost.
