Orb of Storms

I just did some testing combining Orb of Storms with chain vs various amounts of targets, because I wanted to see if you can hit a target multiple times using hydrosphere to chain to. It turns out that chain does not function at all unless there is a minimum of 3 targets. (Tried both, target + hydrosphere & 2 actual enemies)
I was hoping to use the new lightning mastery(+1 chain) to use OoS as a main skill.

I'm posting this here because that interaction is not what I expected and I wonder whether it's intended.
