Why?

Nothing needs a buff in pvp atm. We could use more items to deal with certain builds and we could always use the infinitely requested nerf to Molten Shell by adding a cooldown to it. People are so desperate at this stage in the game its their only offense+praying for a critical off of it. Not you refering to you Haunt, I won't throw names around though because I know thats frowned upon here.
