It has always been like this. It can also be useful, for example with add/remove harvest craft or veiled ex:
You have 2 suffixes and are looking for a third one of a specific type. Craft suffixes cannot be changed, and do harvest add/remove for the type you're looking for. It will remove a prefix (can't remove a suffix due to suffixes cannot be changed) and add a suffix of the desired type, assuming no prefixes of this type exist. The more common case, I think, is doing this with prefixes, to get triple defense on armour. Similar thing can be done with the veiled ex, except it might still miss and add a veiled prefix.

If you want to prevent your open suffix being filled when ex slamming, then just craft any suffix and slam. no need to waste 2d for suffixes cannot be changed. Or use the 2d for multimod and craft one or 2 prefixes to block before slamming.

You might be right about suff cannot be changed, still an exalted orb, shouldnt add one, but a add and remove craft should. But still it can be useful even with exalt, but very bad sometimes. It should just say "cannot change existing suffixes but can add a new one" simple.

Why do i uuse eldrich imp after ? cause i might need exarch dominant at 1st for eldrich chaos / exalt / annul craft, and then need eater dominant cause its better result in the end.

Overall vendor mod should not be considered an actuual mod, there is no bonus it can offer like a syynth mod. so it should be left alone. Mostly its just for flex, cause no one will corrupt a mirr tier item, and very few people in game use it to corrupt the item with the intent to replace the vendor mod, AND, in those cases, mostly, like for ex influ mageblood, they dont use eater/exarch orbs..so imo vendor mod should be left alone by all others.
