What on earth are you talking about? That's how a Scouring Orb works, not an Annulment Orb. Maybe know what you're talking about if you're gong to make suggestions?

Orb of Annulment - Removes a random modifier from an item...

Maybe take a deeper look into crafting before suggesting something that already exists.

Meta-mods, Orbs of Annulment, and their Eldritch counterparts already cover the idea, they let you selectively remove unwanted mods, or reroll them with a touch of risk involved. An orb that cleanly deletes or rerolls a single chosen mod would break balance and be far too rare for normal players anyway. No need to reinvent what’s already in the game.
