cant find citadels

Hello, my problem with this league in POE 2 is, I wont find any citadels. This didnt seem to be an issue for me in the previous leugues. I tried just mapping in one direction and clearing alls the towers that are in the path. I am currently about 13 14 screen away from the center and they just wont spawn. To be clear I didnt have this issue in 0.1 and 0.2. But this time is just feels like wont ever find one.

Did you guys try to find the Monolith and read the inscriptions?
