Er. Not going to lie, I'm clutching at straws in that case (if that weren't already obvious).
The issue doesn't appear to be server-side, and yet persists after a program reinstall - not to mention, it affects more than one of the programs you use. The trade site would expose any API ratelimiting in effect due to e.g. price-checking applications spamming their API. Could you try the list of instructions on Blizzard Entertainment's support article, below? I know this isn't what you want to hear, but it's 3 am here in Ireland, so I think I'm going to bail. Tomorrow when I get the chance I'll try digging into exactly how / when / why PoBC throws that error message so I can offer more tailored suggestions.
