Unable to connect to PoE server (after bugging out when trying to switch characters)

I am from Estonia (using Elisa ISP) and I tried using the VPN of my university (that is also located in Estonia, but not sure what ISP they are using). And it does work with the VPN as I said.
All the computers in my home network are unable to connect. Not sure whether the other people here are from the same region/same ISP. | |

I got Elisa ISP as well so i dont know if its something with them but not sure actually
