Stupid question since I saw the title changed, but is this viable/somewhat updated for 3.28? I am looking for an occultist chaos damage build and most of what I find is endgame or high budget.

Yes this build is viable still this league nothing was changed really.
I will post updates and snapshots this league to follow along with However they did give ultimatum a new modifier "Players cannot block" That is the main change this league that would be considered a nerf or build breaking.
