Why put trophy hideouts in Shop instead of making them obtainable in game like Shaper's hideout?

Can we get a confirmation if the Reap/Exsanguinate crucible node that converts it to applying Fire DOT counts as burning? Previously all forms of Fire DOT also happened to be burning for the purpose of "burning" checks, but this just seems like a debuff that also happens to apply Fire DOT.

Ayo Starfall Reap really showing that they could make a non cluttered sweep effect if they tried....
