Are your only sources of penetration frostbomb and exposure?

Can you explain the interaction with EB a bit more? You spend ES instead of Mana ad we don't have a way to leech ES. How does the mana leech come into play?

EB causes your energy shield to protect mana. This means that before we use any mana we will use our energy shield to use skills.
with the 3.5 patch EB got changed so that using skills does not interrupt energy shield recharge. But the recharge got reduced by 50%. This means, that we constantly recharge 10% of our ES.
In addition to that we have a small mana pool. PS takes too much mana to be covered by EB entirely. Neither does mana alone sustain the cost. But if you combine both it works. When your ES reaches low values and the skill takes all of the remaining es it will take es and then mana. Which we can replenish both at the same time.

We got some penetration on the tree and with the annointment.
You can however wear a shroud of the lightless for the elemental penetration support gem

2) My Single target is garbage with "Power Siphon > added cold > Barrage Support > ele damage with atcks" (How do you improve this?)

I'm having a lot of trouble leveling with your suggested tree. I feel like I'm doing very little damage and am dying a lot with fights I shouldn't be... Feels like a slog right now

A problem might be, that you run elemental focus without 100% conversion. Either go with another support gem. Or convert the other 40% of your damage. You loose quite a bit there.
Overall there is not much you can do at the moment I think but getting some levels. Or stronger weapons.
Delirium is much harder in the early game than metamorph was last league
