Thank you! I had constant latency stutters as well, and this instantly fixed it for me. Using x570 Aorus Master, 3900x, RTX2080, MP600, Win10 1903. Update - the stuttering came back. I then tried changing the network mode from auto to predictive, and that worked. The auto setting might have just switched it to predictive on its own, coincidentally while I tried the bcdedits.
