The thing is, if you're using the new Mistwalker ascendancy node (which I guess you are, the clear speed is great with it), you're most likely getting over the sweet spot most of the time (+20% attack speed when Elusive). I don't think you should worry too much about it for now, until you really want to optimize for end-game bossing.

old cyclone hits two time, 3.75 aps = 7.5 hits (perfect for coc)
now cyclone hits every attack, 7.5 aps = 7.5 hits, or i am wrong? i check old pob version and actual, and check im game aps.

I believe it works the same, they just changed the tooltip to show correct hits per second.
Old cyclone showed 3.75 aps and it actually did 7.5 hits, new one shows 7.5 aps and does 7.5 hits. It's the same result, correct me if I'm wrong though, I haven't looked at it in detail yet.

Yes, if you don't have onsluaght you could even fit starkonja's head and have 7.37 aps, which is totally fine.
