Load your char in PoB and play with different nodes in the tree and see the Average hit value for IceStorm, this way you can see if %pen is better than specific value of +intelligence.

According to Vorici Chromatic Calculator to get 2G4B on weapon the cost is the following:

Best method seems to be spamming chromatic orbs with an average cost of 161.7
But keep in mind that value is average , if you are unlucky you can use more and if you are lucky you can use less.

This league for me it was a pain to get 2G4B, from what i remember i spent over 300 chromatics on the staff before i got to 2G4B.

But nevertheless if you want to gamble the cheapest method is chromatics spamming and pray ! :)

Going for symbols , cant clean a lot of legion if map has a lot of defensive mods, Winter Orb is retarded ,it random target nearby enemies as you know also but i try to concentrate on rares and mobs with symbols

Hmm. I replaced Immortal Call with Vortex-Bonechill, and quickly died twice, once being one shot by the Pool boss even through a full stack of icestorm.

So maybe IC still has its uses. I'll go see how I do in the next few hours of play without it.

I came up with the following Scion level 100 tree after trying various approaches and assuming I will never get an Emperor's Mastery or a Watcher's Eye. https://pastebin.com/eCDjNXYw . Ignore the gear, I just used what I had on. It was suitable for comparing dps/ES choices, though, and these were what I got.

It's possible I should add Exceptional Performance instead and take 3 points from somewhere.

You can sacrifice ES on your boots. This is a thing I am personally a fan of. I'll multimod some boots with either blank prefixes or T1 Flat ES and do Cannot be Chilled+Movespeed and Cannot Be Frozen. Depending how you do it it'll land you about 100-120es. An example from one of my other characters:



Baseline cost of the mods is 3ex and change though, so it's quite an investment and you should have pretty good ES gear/ES values bc you will lose a lot of ES in this slot.

That said, Dream Fragment Boots are pretty sweet :D

This guy does crafting service for free (or tip, it's polite). I've used him a few times for multimodding etc...Including this craft. He keeps his status updated for when he is or is not crafting. Great Service.
