Build VERY tanky. Depending on your gear, it can eat entire shaper barrage in uber elder fight, and just laugh in response.

But if you budget not so much, step out of barrage way is probably more on the rare side occurence, most of the hits you will be tanking by standing still.

P.S. Don't know how rippy syndicate on T16 though. Who knows, maybe their htis would be stronger than final boss. Not really rare occurence in POE :)
My experience with this build so far:

First of all i play this build for like 5-6 iterations of it, played it first time back in the days when it was a Scion version build with pre-nerfed CI and pre-nerfed VP, triple curse and based on Legacy Perandus Signet, Doedre Damning and Legacy Pyre rings and never got bored of playing it as it fit my play style a lot (i don't like moving and dodging things, my reactions are kinda slow).

I managed to do every content of the game on several iterations playing as Scion (ES based), Witch(ES based), Berserker(Life based and then ES based), Ascendant(Elementalist + Inquistor ES based).

Now on this version of it i had probably the biggest luck strike at the beginning of the game (first 3 days):
- dropped a Tabula Rasa in Act 1(The Coast) from first Syndicate encounter mob;
- got A vision of Ice and Fire and The King's Path prophecies from Navali in the first 2 days of playtime;
- dropped 2 exalts (one in a map and one in Dvelve in a city biome);
- found already the Athuotli boss in Dvelve around depth 79 , easy killed him and drop the scepter (sold for 27 chaos);
- managed to 6 socket my staff in around 80 jewelers.
- got the boots enchant with life and mana leach from first try of Uber Lab

So with all these lucky events i managed to get myself a 14% Cyclopean Coil belt, an Astramentis and best of it a Watcher'S Eye for 3 exalts and also some decent ES/Int gear for this point of the league (4 days in).

Currently level 89 discovering maps up to Tier 10, it goes slow, had to buy some of them.

Regarding the damage, it is obviously lower than the fire version at same level and with the same gear(some different skills points and different damage gems in staff) but it seems the survivability reached a new level with Occultist Ascendancy together with all the chill, freeze, explosion of the mobs cause of cold damage and HoI.

The first noticeable drawback are Elemental Reflect unidentified maps :(

The second drawback is Dex higher than Strength so no more "imune to ignite" from belt stat. :(

The Syndicate mobs (i cant name them "bosses" yet at this level - Tier 9-10 maps) they seem pretty easy up till now, fought even 4-5 of them at the same time and didn't struggle too much not to die.
Soon i'll fight the final boss and i'll see if this will give me a hard time.(99% of Syndicate Safe house discovered).

My gear up till now:

The only thing i am not decided yet are the dps gems from the stuff for both normal mobs and bosses to go with. Was thinking of:

-Winter orb/CwC/Cold Pen/Controlled Destruction/Hypothermia/Spell Cascade for normal mobs. I have to test if dropping Life Leech will be ok for safety while clearing normal mobs , at the moment i am using LL gem and it seems kinda overkill though

-Winter orb/CwC/Cold Pen/Hypothermia/LifeLeech/Concentrated Effect for bosses (only used Conc Effect instead of Spell Cascade up till now for one Yellow Elder, Dvelve boss, Uber Lab Izaro)

Have to test also if for bosses Hypothermia is better than Controlled Destruction.

INT: 1621, ES: 8006, Shaper Average Hit with Concentrated Effect: 12.2k at level 89, resistances: all over 75

Not using Blood Rage atm since getting 3 off-color is kinda hard with chromatic and didn't manage to find recipes for 2 and 3 sockets (i know that they are found in the mines though, got the 4 and 5 sockets recipes there).

All in one this pure cold version of the build seems very interesting and decent when it comes to DPS values and pretty OP when it comes to survivability with this Occultist cold version (tanky build just got even tankyer).

Those new on this thread who are "bashing" the build or being angry cause of hard times in the leveling area probably don't understand what Kelvynn WI build is capable of and how the play style of it is.

PoB code for current build status for those interested : https://pastebin.com/ht3HqGfF

FYI, the 2 and 3 socket recipes will be unlocked automatically through a patch in the next few days. They aren't currently in the game.

How does Blood Rage work with CI....

I just added a section to the build about that. See 'About Blood Rage'.

Whenever the Immortal Syndicate appears in a portal and attacks me, I'm pretty much dead. I think I screwed up with the Immortal Syndicate, because early on in levelling, I made too many of them trust each other, now I have at least 2 of them whenever Intervention happens, and even one's damage is intense with how this build levels. My advice would be to have as less green lines between members if you want an easier time and wait until maps where the build is more complete to do these mechanics.

Don't mess with them, just run ahead and level up. Once you switch to CI and ES gear at about lv 65-70 they become trivial.

If you mean 1-shots from Syndicate at lv 40 - just don't get hit, don't mess with them.

If you mean the endgame content - see the 2 videos made for this build in the top post and a bunch more in the linked 3.4 Ascendant build. I don't have time to put the detailed Build Theory in this version yet, but you can read the Ascendant's section 'Build Theory' for the answers how.

Oh good! I'll have very little play time in the next few days, and then hopefully can stop wasting chroms by the time I can play again.
I love this build! feels incredible.

Anyway to deal with reflect? will the upgraded pantheon give enough reduced damage?

I tried normal Atziri, and got absolutely destroyed by 2nd boss, i don't know how.

Managed Uberlab without problems.
Can anyone show me me clearing map speed with WO?

I think the only option for ele reflect is swapping your Minor God. Also remember that sometimes Blood Rage can at times be more detrimental for certain bosses like Atziri.
