My mana doesn't seem to regen enough with 1 +2 mana gained jewel, do i need 2 or just the 1 or is it the enlighten I'm missing?

Debating if I wanna end game this build or go dual nebuloch, supposedly nebuloch scales better and is better for end game delving but I haven't tried it yet. Anyone have experience with it?
