Idk if anyone has mentioned it yet but, the hunter mod is the only prefix that can show up if you roll a hunter's orb when you have "cannot roll attack modifiers" crafted on your bow. The lowest tier is a lot more damage.

If you want tier 1, you can "reforge keep suffixes" in the garden and "add a mod to a hunter item" in the menagerie while "cannot roll attack modifiers" is still crafted.
