Should Ice Storm have a PvP damage reduction?

I dunno, as a new icestormer in Standard HLD, I can't say it would be entirely fair to reduce the damage, but that's mainly because I don't do as much as I'd like; I don't go apeshit with Perandus or have the best gear for it. The way I see it, it's the only thing that can help against the obnoxious running epidemic that seems to plague PvP as of late, but even still there's a weird delay between casting and when the bolts hit the ground, not to mention the weird, fucky mechanic of intelligence being used to raise damage.
It's certainly not as prolific as PA or EA, that's for sure lol
