a) Yes, although using Pierce will allow you to temporarily forgo the need to get Piercing shots (although you will still want it).

To explain in more detail:

Drillneck's damage scaling is provided by Pierce chance. But the Pierce gem also provides a multiplicative damage boost.

The damage formula, in its simplest terms, works like this:

Final DPS = (Base DPS * Increased Damage Modifiers) * Multiplicative {More} Damage Modifiers.

So speaking strictly in terms of Drillneck's damage and the Pierce modifier, whenever you add Pierce chance while utilizing Drillneck, it's equivalent to adding Increased Projectile Damage, up to a cap of 100% pierce chance.

Given that the gem provides 50% increased damage in addition to a 29% more modifier at level 20, the formula translates to this (in this example, we'll use an arbitrary value of 100 base dps)

Final DPS = (100 * 50%) * 29%
= (150) * 29%
= 193.5

This same order of operations is why Concentrated Effect is so valuable: it has the highest multiplicative damage bonus of the gems that can support CA.

However, it's important to note that there's a threshold after which even that boost from Pierce becomes less than that of Empower. If you use Poacher's Aim jewel in your tree, in conjunction with Piercing Shots and the 10% implicit from Drillneck, you can get as high as 75% pierce chance, at which point the 25% increased damage remaining that you could acquire from the Pierce gem pales in comparison to the benefit of an Empower level 2 (in a +3 bow).

2) Pierce is preferable for the aforementioned reason, and it gets added to the bow. It only provides additional pierce chance to the linked skill.

3) Projectile Effect types on the wiki will inform you in solid detail.

It's exactly the same as the one posted the guide, except I've filled out the entire Scion life rectangle instead of going for the Ranger projectile damage nodes.

@Serleth: I think I can get by with Elreon 6, Vorici 6 & Zana 6-8 (depending if challenge repeats) in the future

Much easier to farm and pay a service 10-20c than it is to grind/rota Tora 7, Elreon 8 & Catarina 8 (and Leo 3)... the true master farmers have them capped in under 2 weeks anyway... here I am week 5 only just getting done with only the ones I need...

@silmak: my 2 cents:

Boots: movespeed or dodge chance when not hit

Gloves: Light (self-heal on crit taken)

Helmet: anything that affects a main skill really... CA Radius, Blood Rage AS%, double Flame Golem Buff, 20% increased Vulnerability...

Really, the only way to reliably get the exact helmet enchant you want is to buy it on poe.trade and craft the stats you want onto it... which is why Vox made an empire out of just that...
Decree of Spite is another good glove enchant. It's bascially the chilled ground utility of CWDT-GMP-Arctic Breath that doesn't take up gem slots.

Yeah if you start rotas immediately, it doesn't take long to get the ones you need done to level 8 but ugh. Spending 30-45 minutes in rotations every day just isn't my bag anymore.

Besides, the mastercrafted bow thing is really only min-max to make Carcass Jack easier to wear. It's not at all necessary.

Boots: 6% spell dodge when hit by spells recently

Gloves: I like using Decree of Spite for the cold ground it emits when hit. Light's another good one.

Helmet: Either Vulnerability effectiveness, or CA Damage / Radius.

Another glove enchant I like is Reflection - creates an exact copy of you that attacks with your weapons. Unlike blink / mirror arrow, the clone actually attacks AND moves, and I find it pulls aggro away from me as often as not.
