Spell Block + Tempest Shield

yeah damage is bad and as I said you need Rumi's Flask and 15% block chances from the tree using the shield linked and other items to cap your block chances, rest you can get crit, crit multi and spell damage with good life or es and you are ok with this build

I think block/spell block should be capped at 50% to be balanced in PVP
