Do we get preconfigured level 90s when the HLD season starts?

I don't think so. On the last podcast the dev pointed out that they don't want to make preconstructed lld characters that are actually competitive because that would mean that people's actual levelling characters would somewhat suck in comparison.
Im guessing the same applies for hld? Plus free lvl 90s to test out builds at will, thats like free respecs all the time. I don't see that happening LLD BOTW spark/arc caster guide http://www.pathofexile.com/forum/view-thread/1133731

I hope they wont intruduce free 90s for HLD, premade chars. SOunds lazy and besides, doesnt take too much effort to get a 90character. Reason I dislike it is pretty much what andkamen said

while it is possible any test pve builds with lvl 28s it is highly unlikely that anyone will be wasting the time to do so. No one levels pve chars to play at act 1 cruel. You just plow through the game till you hit maps and can start using your build.
With a lvl 90 char on the other hand you can at the very least test concepts without having to use regrets/level chars etc. You don't need to be in a map to tell if a build will have promise or to distinguish between the damage output/defences of various build variations. Also I don't think a re made should be 90, at highest 75 or 80
If you want higher, level like everyone else do It's hard to remember what you have forgotten
