Level Brackets in Timed Races Need Work

The level point brackets are there to entice newer, and/or slower PoE players to participate in these events even if they're unable to complete the set goal.

Out of curiosity, I've tested to see if this approach is working. It doesn't really seem to be.

For these longer, objective type events, it probably wouldn't make much of a difference to the PoE community at large if GGG removed the point brackets and just kept it as a race geared to the couple hundred who actually bother with them anyway.
