The rewards have been comparative junk since cb. From multiple exalts per race to grinding 20 races for a mid tier unique- like almost everything else post-cb, racing is now more mmo than arpg.

If participation is really low and they want it to go up, I bet is as easy as adding a "1 Free Stash Tab" as one of the mid+ tier rewards.
