If I don't have room for, or like, Flicker+PCoC, would it be worth dropping FA on ST to put in PCoC? (Not to mention it'd be easier to roll a Blue than Green.)

I once tried dual Dominus (without gmp), it didn't go well when I pulled the second joined the first during the real appearance phase of the first one :p.

if you don't have another skill to generate the power charges you need to have PCoC on ST that's a huge part of your dps. Replacing FA is an option, it also makes mana easier to manage.

Is it viable? yes, is it optimal? no
Having 100+pdps would really help you mana-wise.
I think that both high APS and high crit are more important than eDPS. If you get those without high pDPS the price should still be low.
