"Hostile Takeover" quest - Return to Ange

i cant play the game with no shop and exchange from ange, need to progress too as the rest of ppl am stuck 2 days doing nothing at all, my gear sucks and i cant buy sell anything plz fix anges shop and exchange those options doesnt show exept from custom (buy or sell items)

why is this two different things? i have choose ssf the quest was bugged couldnt return then after some fixxes the quest disapear
