If you can fill in any tree completely then in the end there's no point in player interaction with it. It's just another time sink menu that could fill in a random point every time you complete a map and have the same effect in the end. It could do that behind the scenes without even having a menu screen and have the same effect in the end.

It's just more layers of time sink fluff piled on top of the endless atlas system most people were never fans of to begin with.

Yes, exactly this. Instead of a passive tree, it just becomes a meaningless stat objective to complete and then completely forget about/never interact with.
In fact, it would become more like a "stat block" in an rpg, except with even less depth because getting 99 in all stats is usually not a feasible/interesting thing to do, making it a niche thing. Instead, here in the atlas, 99 in all stats is one of the actual goals when mapping and it's easy to do.

Also, continuing on the classic rpg analogy, 99 in all stats in those games gives the same result: now there is no build. There is no mage, warrior, archer when it comes to your base stats/attributes, there is just whatever other game mechanic or skills that exist for the character that now define it.

Tell you what, I'll give you 1 divine on poe 1 or 2 as reparation for blinding you with the proverbial Gucci/Prada shades or...vest or..w/e the heck flashy people do.
