Hey man! How wast it solved? I have the same problem, upgrading stops at 112 mb and then fails. I cannot play without this patch...still have this problem on PS5
If I delete the game and reinstall, will I keep my progress in the game?

Yes, all of your characters, stash, etc are stored server side. You will probably have to re-change any settings that you previously set though, and maybe re-load your loot filter.
