So? They are called 'unique', not 'op'.
i would argue, before buffing bad uniques, its better start with nerfing mandatory/op uniques.

Overall game will be more healthier with only rares rather than only unique equipment. But its fine to have few slots being unique for some purpose, but the less - the better for gameplay and economy

A rare dropped by a boss is just about as likely to be your next upgrade as an unique. In order to get an upgrade you either need the right exact unique your build needs or to build up a powerful rare after having multiple tries at rolling the dice with crafting. But that's fine.

Uniques shouldn't be strong. They should be worth it. A good unique is one that may or may not have an insane weakness such as being a weapon with a joke of an attack number. BUT its unique property combined with the right build can be turned into a *unique* experience.

Certainly, many uniques have the problem that they are never really in that place. They should get fixed. But there are many uniques that are in a perfectly good place and making them stronger would be a weird call.

there is a game of an arpg genre, where uniques are strong, much better than rares. Its called d3. Thats what strong uniques do to itemization - all run in the same items only.

D3 is the worst diablo game of all time, you are just strawmanning.

D2 has wonderful/powerful uniques/runewords.
D2 is the best diablo of all time.

POE2 uniques are absolute pure trash. But you post in here asking for them to be even worse. Like I said, if somehow your take is the general take, and that GGG thinks your take is vision friendly/very good take, then I hope you guys have fun alone.

Uniques are supposed to stand for its name, an item that can influence a build into an alternate path that provides gimmicky approach that makes it look cool and yet still perform just as well.

get two birds with one stone and remove +levels from regular rares and give like +1 or +2 to certain uniques.
+levels should be nerfed or removed and some uniques could use a simple buff.
