steam keeps validating POE 2 after restart

Restarting steam does not seem to be working for everyone. Just reverifies files and then try to log in and just says game is out of date.

Surprisingly, it appears this does not work for everyone. I'm shocked because capital letters were used!

Have tried re-starting Steam, downloaded the patch several times, validated the files - and... nothing. Still immediate crash to desktop.

Stuck in an update loop. close steam open run update, open game, it says need a patch. Close game and Start all over again.
