Same issue, steam PC.

Fixed. I had no other tasks in ACT 4, so I went to the Vaal Ruins and finished all the rooms. After that, I went to the Heat of the Tribe location and... the battle was Tavakai was initiated again. After that, I could go to the Interlude. Hope it will help.

Just had it happen to me, same issue where all NPCs are stationary and no dialogue takes place, soft locking the quest. Also tried resetting instance and redoing the final fight which resulted in the same bug **both times had Tavaki dying just to the left of the arena entrance** which showed a buggy animation for when the hooded one removes the weapon. Both characters are now stuck inside of each other it looks like.
