In my opinion, ascendancy should just expand the fantasy of each class in EXTREMELY cool ways, as they are relatively hard to get.
Shapeshift Druid lacks in this regard, as the Necromancer Witch also does, missed oportunities both, and i bet it does in other classes but these two are the ones i played so far.

It's on purpose. They repeatedly said they don't want to have "The Minion Ascendancy" or in this case "The Shapeshifter Ascendancy" making it sub-optimal to any other Ascendancy.

Druid won't get an ascendancy that specializes on shapeshifting for the same reason Witch doesn't have Necromancer ascendancy.
The philosophy is that ascendancies in PoE2 are more versatile and don't force you to play certain archetypes. The 3rd ascendancy (which isn't coming in 0.4) may provide some more general bonuses that happen to benefit shapeshifting and/or summons.
If only GGG would wake up and realize that this philosophy doesn't work, at least not the way they intend.
Let's take the witch and necromancer archetype. They do not want to have players always choose the same thing regarding minions, because that's the only and best option. Cool, on paper that is valid and understandable, but the human mind does not work like that. There is a reason almost all video games in existence have some kind of clearly defined character archetype. Having choice is good, having too much choice is bad; it leads to choice paralysis and often people go for the familiar things because they do not want to think about it. As a result, most Witch minion builds in POE 2 look exactly the same; sure some people experiment, but at the end of the day 99% of minion builds are exactly the same (GGG didn't fix the "problem").
Having a clear archetype with a degree of choice within is the best option. When all your classes are jack of all trades what's the point of having different classes?
Seems to work just fine, look at all the money you spent and I bet you buy more.

Majority of those are POE 1 purchases, that managed to add up over 10+ years.
Don't know how that's related to the topic though. You can support someone and disagree with them at the same time.
