I would like to inform you that blocking was preventing damage all along.
And passives like Divine Shield historically worked with blocking.
This is from last year. And I think we should be calling it "bug".
I've not tested with PoE2. Only ran one shield user ever. I'm fairly certain that's how it works in PoE1 though. A blocked attack is considered a precursor to damage. If you block then no damage occurred to recoup from. Where it gets a bit wonky is that a blocked hit still counts as being "Hit".
They likely made an exception to the rule because Recoup instances stack.
I am not sure they fixed it in poe.
Maybe they did but at some point this year it wasn't working.
Man poe2 is screwing poe1 so hard...
