Blocking damage doesn't count as mitigating it for interactions. It should.

This is bugged. Ignore it.

From what I recall Blocking does not interact with Recoup or similar effects like Divine Shield from PoE1 unless the Block actually results in damage. Like take %damage from blocked hits.
If you block 100% damage you did not prevent damage, you blocked it. This is why +%HP/ES on Block + Divine Vigor and Glancing blows were a net gain over flat Blocking. The amount of recovery level you got rolling was/is just crazy high. "Never trust floating women." -Officer Kirac

Block is technically something different than prevent.
Prevent comes from your physical damage reduction. Block is block. Different mechanics. Unfortunate wording I guess. |

I would like to inform you that blocking was preventing damage all along. And passives like Divine Shield historically worked with blocking. This is from last year. And I think we should be calling it "bug". |

With this logic "evasion" is also a mitigation too. Is it?

" I've not tested with PoE2. Only ran one shield user ever. I'm fairly certain that's how it works in PoE1 though. A blocked attack is considered a precursor to damage. If you block then no damage occurred to recoup from. Where it gets a bit wonky is that a blocked hit still counts as being "Hit". Any idea of the interaction with "Turtle Charm" from the Warbringer ascendancy that make you take 20% of blocked hit ? Does it count as a 80% damage mitigated or again, it just doesn't work ? :o
