Well, it does seem like my issues were on GGG's end.
From league start until they deployed their first hotfix I had the issue of joining a zone and the ping skyrocketing to the 20000s until I disconnected. That went away with the patch but I now had another issue: ping was generally unstable. At hideout/towns it would be stable with a spike every 10 seconds or so, but in any instance it would fluctuate wildly and it seemed to go worse the more creatures there were in a map, I tested a Blighted Map and it went high into the 1000s.
I logged in today to gather WinMTR logs and record videos and what not but it seems to be fixed now, even though their latest patch didn't mention network fixes. Of course, could just be a coincidence, as it wasn't every instance that had the issue, some were normal. I tested for 3 maps so it's not a big sample size. You can imagine my excitement to play after 10 days of the game being nigh unplayable while everything else worked.

Zones are randomly spiking in latency and bricking.
I'm playng from my 2nd account and the issues are only while I'm using it. Did 40/40 challenges on my main account and it was completely without lags / latency spikes. But now I decided to make kind of "from zero to hero" on my 2nd account and it is completely unplayable.
Every 5-8 zone changes during acting I find a bagged zone with a huge latency spikes. Going to a different zone or just in and out helps, as well as reloading a new instance. Playing from my main account is smooth and well, all the settings and hardware are completely same, I just change account.

Having the same issue with SG servers, I have instances that are less stable like 213.179.x or instances that are stable (172.241.x from this WINMTR trace) with occasional giga spikes to 20000ms.

It's possible to be an ISP issue also, as Singtel routing for POE is known to be bad since the beginning of eternity.

The spikes on the 172.241.x is tested across 50 events, with a mean of 13.56 minutes and a standard deviation of 6.77, with time between major lag spikes (>5000ms) rounded off to the nearest minute.
