The debuff is clearly freeze. In that regard - you can down hp pots while frozen and with 1k9 hp you should have no issue surviving the beam.

As a side note if you have mostly blue support gems (or close to having equal) get "crystallized immunities", it makes you immune to chill (incl the dreaded chilled ground)
