lv 94, not a single citadel

I don't know if im doing something wrong, but theres not a single citadel in my game.
Im lv 94, my boss level atlas points are stucked in 6/10 because i can't do citadels or pinnacle boss

trying to explore everything my whole map doens't have a single light indicating citadels on the horizon

Im lvl 97 and ive only found two, they were relative close to my starting point, but havent found any other after.

I hit 91 and was just trying to find corrupted nexuses to get my atlas points and actually found one set of 3 towers to finally juice. Then I realized no citadels. Nowhere in the fog of war, either.

I looked at where the "home" button was and started heading the exact opposite direction as straight as I could(south in my case). Hit 92 and I see a red beam out in the fog. So I finally see a citadel.

I think(hope) towers and citadels will be resolved in 0.4. And by resolved I mean they will delete the current atlas entirely. They said they rushed the endgame so that they could release EA before Christmas with an endgame. They've tried fixing the idea for 9 months and none of their fixes have even budged the problem. I suspect they have spent time formulating a new system and will be implementing it from the start of this league to the next.

Go in straight line, ignoring juicing towers and you will find them (going in circle around start = no citadel).

I think you need to max the boss atlas tree before you find citadels or start showing on the map

you cant max boss atlas because it requires you to fight citadel boss.

Also, lvl97, no citadels found, no beams seen. I'm already start new char on ssf, gonna look if i can find them there.

I'm 87 and don't even know how to get atlas points. It's bad.

Go as far away from home base as possible in one direction. They still spawn in pairs of 3. That said maybe some players still get f'ed by a bad random seed for their world. Happend to me in 0.2.

I believe it's not that they're rarer, but that there's more unique nodes around the map now, which makes the spawn of citadels less frequent because they're diluting the spawns

You have to do corrupted nexus. If you go to the atlas passive tree it tells you how to do it if you mouse over the numbers.
