" Hey, sorry you're running into difficulties in Citadel content. I took a long look at your PoB and ran a couple iron citadels to compare. I also made many corrections to your tree that should help with freezing bosses in general: https://pobb.in/MCQUELa2P-Gn For a bit of context, The Iron Citadel's Count Geonor has 75% cold resistance by default, meaning he's going to be the absolute hardest of the Citadel bosses to deal with -- unless you have Rakiata's, then he's probably the easiest. Even without Rakiata's, the content should still be doable, waystone mods depending. The Citadels I tried took maybe a minute to clear, but were manageable (I'm not using Rakiata's or HH and my crossbow is pretty trash). Powerful Bosses were buffed considerably with the recent patch because map mods now apply to them. As a result, this build shouldn't run increased ailment threshold or max life on Citadel content. It also has no armour applies to chaos damage, so shouldn't run the enemies gain chaos damage mod in isolation. You have to be careful rolling waystones for Citadels. A few things that can be wrong and cause issues: Are you using Freezing Mark? (PoB says you're unable to which is a night and day difference -- it's absolutely critical that you're doing this.) Is Permafrost Bolts on Weapon Set I? Is Emergency Reload on Weapon Set II? Is Fragmentation Rounds on Weapon Set II? Are you applying shock at the start of the fight using Fragmentation Rounds? Freeze buildup is calculated post-mitigation, so having shock helps a TON. Are you applying 50%~ shock, ignite, chill etc. and using Emergency Reload before proccing Vs Frozen? Is the boss within your Presence Area for Overwhelming Presence? Are you engaging from close up to allow all bolts to merge? Your gear seems mostly fine at first glance. I haven't experimented with HH, so I don't know if there's any mod combinations that could cause issues. I don't believe so. But, personally, I would have bought a Rakiata's Flow first as it opens up 10 or so passive points and is far more consistent in what it does. Make sure to use Thane Grannell's Rune of Mastery in your gloves. You always want as much shock magnitude as possible. tl;dr: Tree is misconfigured, Freezing Mark isn't being used.
