Performance issues

I can lower my seting to the lowest possible and it does not change anything for me. I have an MSI thin laptop with a dedicated rtx 4060 with an amd ryzen 9 8945hs GPU and 16 gigs of ram. I can launch fire bolts like crazy into many enemies launching lightning or any other atack and have absolutely no lag. The second an elite or a boss show up i lag and the same if I use fire ball or if any AOE attack goes off my screen freezes.I just tried the story sword boss in the cemetary of eternals and when the lag cleared i would be almost dead from full health and full shield. Most of the time it was caused by him swinging his sword no where near me and he still wasn't near me when the lag stopped. i have tried changing my system settings in windows 11 and still no change. I had no lag issues until the 3b patch hit.

Adding to my last post on this my roommate who has lower specs on his desktop then my laptop has no lag issues with bosses or skills. He has a Intel processor. Seems to be an AMD issue.
