I think you don't know what a rollback is. There are global and local rollbacks.

You're referencing a global rollback where everyone's progress is rolled back by usually a number of hours, at worst days.

But there are local rollbacks where the game servers crash for some people, but not everyone, and those people affected will face a rollback for all their progress not saved by leaving the local server (for example returning to their hideout & stashing loot).

You can choose not to call this a rollback. You can call it "lost progress" or whatever you want, but it's the same concept. You do a map, the server crashes, you lose your map and your progress.
