Adding another report to this and bumping.
The workaround described here does seem to work on PC, however the skill seems to be re-assigned to the first available slot in the list (left to right, mouse first then keyboard) | |

Wanted to confirm that the power siphon trick does indeed work, but as someone else also said it just gets assigned to the first available slot each time you change instances.
