Emergency Reload Does Nothing

The skill gem Emergency Reload does nothing except reload your crossbow. It says it buffs your crossbow bolt damage by 25% but it doesnt apply. The tooltip doesnt change when using it and there is no buff icon that pops up. When in a fight and using it doesn't increase your damage either. Tested with siege cascade , rapid shot, and Shockburst Rounds
