Notes are excluded by default because it would otherwise encourage people to list items for low prices and then include the "real price" in the note.

Adding to what Novynn wrote. Where notes typically are used is with mirror service. You list the item as 1 mirror, and then if charging a fee, put the fee in as a comment.
