Ball Lightning + Pinpoint Support not working on Harbinger Character

As the title says, I am playing a character with the Harbinger Ascendency, and a 2 link of ball lightning and pinpoint support is not doing anything. The tooltip continues to say fires 1 projectile despite the skill icon having the small letter icon indicating that pinpoint support is working. I tried the 2 link setup another character who is a scavenger and it worked as intended.

Did you unequip Fury Valve in your testing?
