T17 map mod "recovery from leech" affects normal recovery, like regen.

Short explanation:
I run high map effect setup. I get 100+% reduced recovery from leech. I have 179 mana regen, Normally I can spam and sustain np. In a reduced leech map my character window still says 179, everything looks normal. But I leech nothing (of course) and also I only regen maybe 10 mana per second. Here's the funny thing. Without clarity I still have 55 mana regen i character window, but I regen 0 mana. With Clarity I get some regen. The map has no aura effect debuffs https://imgur.com/a/gOYggWE I had it happen one map so opened another one to figure out more. Any time you run into an issue tied to a particular map, it helps a lot if you use the /bug chat command while in the instance and include the number in your forum post.
